He can control how fast he perceives time, just as with his movement speed. As a day to day civilian he perceives time at the rate normal people do. While running/fighting he varies it to keep up with how quickly he needs to be moving.

Technically, you don't hit the speed of light so we don't know how time behaves. The real physics behind Quicksilver is that the faster your refference frame goes the slower the events in other refference frames as observed by you. So, the faster you go the slower time passes for you. It never really stops, nor does it go negative.
