Okay so, since I am bored today, I might just post some suggestions in here.
-Narutobase is a community. Activity of community depends upon how active the members are, which in turn depends upon what community offers them. So we need to improve what Narutobase offers to the people. In other words, we need to change the layout and target audience of the entire base from 'Narutocentric' to 'Animecentric/Mangacentric. For this, there was something like 'Mangabase project', which was put into motion when I was here before 4 months, but it seems like it was either dropped or not properly executed(I don't know the reason, blame my inactivity due to real life). That's why, when I came online after like 4-5 months, I was surprised to see that Narutobase still hasn't changed much.
-Unbanning members ain't going to solve any problems, but yeah bringing new members is going to solve the problem. For that again, we need complete change of layout and need to offer something new.
-Connecting Narutobase with other manga/anime related/general communities: This is a decision that needs to be taken by higher authorities, but I think we should go for something like combining NB to many other websites that specialize only in one particular domain of interest. Such as micro blogging websites that allow you to write your own short stories and then providing an option that lets me share the story here on Narutobase.
PS: I guess, that's enough for today.lol
Disclaimer: I cannot speak for admins or the owner- because to be honest V is a very private person and I don't know his plans. However I know certain facts and at least I believe I understand some of his concerns. I maybe wrong but noting some facts that you left out this is what I think of this:

- Narutbase is manga/anime centric despite Naruto being the most popular of the section. Just changing the name of the site at this stage won't do much since there are other issues related with it.

Narutobase went off the Google search in early 2012 ( due to copyright issues related with it). It's not easy to get new users in such a scenario. Before that as soon as you typed Naruto, Narutobase used to be on one of the first results. But these past few years internet laws are getting more and more strict and newer sites like this are less and less likely to stay around. The ones doing good are the ones that managed to get big before it all started. Add on host of troll and hacker attacks, you will realize that keeping the site up itself is a lot of work.

V has a job and NB is a hobby so the time he can give it is limited and most of his efforts are probably diverted to keeping it afloat for now.

- Members don't get banned without a reason so unbanning the people who don't listen to reason and just want to do whatever they want regardless of site rules and policies or cause disruption is not going to benefit the site. Letting hooligans in for activity only makes the normal people leave faster and discourages new ones. At best it attracts more such noobs who think they will fit in with this crowd resulting in more trolls. Either way we cannot allow them to bully us or other members. So yes I agree, we need new users but not new trolls. We have too many toxic ones already.

-I like this suggestion. As a matter of fact staff also made some similar suggestions some time back. The Review Corner by Cali was another attempt to encourage interest in more mangas/animes and expand the discussions and if possible attract people who are looking for other mangas. It's just that it requires too much time and effort and since it's mostly volunteer work it's hard to keep many people invested in it. It's all up to V though. How much time he can actually give this site and what he wants to do with it.

And the data shows what kind of manga and anime they should concentrate on. They should make users registers for viewing them/adding to favorite/commenting etc.

If you give some perks for the volunteer work, then many people will show interest in it.

We can have two to three contributors for each manga section. They would have the responsibility to make new threads and participate in discussions. At the end of each month, they submit the number of threads and posts made in a one month period in an analysis thread. Based on thier success in encouraging discussion, all contributors get one Month Premium.

The top Contributor of NB (Based on staff observation) will get the member of the month award.
