That is horrible feedback.
Allow me to give a little more insight, as simply as I can to avoid a wall of text. First, gameplay. The gameplay/combat in Storm 4 is ABSOLUTELY the best it has ever been. Everything is streamlined and far smoother, combat itself is a lot faster paced, and the game just feels polished in terms of the fighting mechanics. There are several new key features to the game, which I personally feel enhance the rather stale combat and make it a lot more strategic, features such as the ability to now switch your playable characters with your supports with a simple press of a button - even mid combat - and other smaller features such as elemental damage bonuses, like casting lightening in water and so on. I'm not going to lie, It has been awhile since I've played the game myself, so I do not remember all of the new features off the top of my head.
In regards to the campaign, I myself have been a huge fan of the Storm games purely for the campaign modes. That is the sole reason I buy them ever since Storm 2, and was greatly looking forward to playing the conclusion of the Naruto story in this game. What this game offers however in the campaign I found to be largely disappointing - 75% of the game's cutscenes are just still images taken from the anime with narration over them. I do not understand why CC2 decided to do this, as previously the cutscenes in their campaigns have rivaled the anime in terms of cinematic quality. The campaign also isnt that long, however that is to be expected considering the content covered (Obito's reveal-Naruto vs Sasuke). Boss battles return, and they are rather hit or miss. Some of them feel a little underwhelming compared to boss battles of prior games, BUT the ones that DO hit the mark REALLY SHINE (example: Naruto vs Sasuke).
In addition to the campaign, there is also a free-roam mode which allows you to explore the various locations of the Naruto world and accept a multitude of side quests and what not. This is essentially filler content to fluff up the content you get with the game. It isn't the WORST, but it also isn't anything ground breaking.
The game also sports various tournament modes and survival modes for offline and online play. I've found these to be enjoyable if you have a couple friends that own the game. All in all, Storm 4 is my favorite Storm game in terms of COMBAT, but in terms of STORY this feels very rushed and a little underwhelming.
Do I think you should get Storm 4? If you're a fan of the previous games, and/or want to experience the conclusion of the canon story, then yes... but maybe not right now. If you haven't heard, next February there will be a re-release of Storm 4 coming out in Japan (which means it will release elsewhere around the same time). The re-release will include a hefty expansion that includes a new story expansion covering the Boruto movie content, as well as new characters and free-roam content. If you purchase Storm 4 now, you can purchase the expansion itself as DLC for MOST LIKELY around $20, OR you can wait for the re-release to come out, which will retail for $60 and will come packaged with the expansion. HOPEFULLY, the expansion also goes back and remakes the cutscenes from the campaign into proper cutscenes. I doubt it will, but this re-release is basically Storm 3 Full Burst - a re-release for Storm 3 which also added an expansion AND redid the cutscenes a bit. So if the expansion fixes the cutscenes, then I would absolutely reccomend this game, otherwise I have given my (hopefully) unbiased insight on what you're getting.
