Hiruzen being the strongest was retconned after Kishi decided to hype Hashirama. I don't believe that Kishi had actually thought up the Hashirama/Madara storyline until around the VotE1 fight, if not well into Part 2. At the time that Hiruzen vs. Orochimaru happened, Hiruzen represented "power to aspire to" in the series; he was the reigning Hokage, and it was our first S-Class fight.

Kishi always has a tendency to over-hype characters in the midst of their battles, or in the chapters leading up to said battles.\

But yeah, in the more recent (and therefore more relevant) chapters, Hashirama is clearly implied to be far stronger than Hiruzen, and his feats and powers make that abundantly obvious.

Well I'd DEFINITELY put him a head of Kakashi (didn't have MS while Kage) as well as Tsunade (I mean, really). Definitely not Madara or Hashirama. Probably not Tobirama & probably Minato.

let me enlighten you about a few things:

First of all, i didn't mention a thing about the fight's outcome, so you have already put your foot in your mouth about somebody making excuses.

Secondly, Tobirama already confirmed for a fact that he and Hashirama were significantly nerfed and restricted in their P1 appearance, so even if i were to bring it up as a reason why Hiruzen was able to seal their souls, it would be a perfectly valid argument if you compare what they did in the 4th Great Shinobi War versus what they were allowed to do in P1.

Third, if anybody is using excuses here, it's you. I just got through saying i wasn't calling Hiruzen weak, but you're still worked up over it for some reason. If you can't handle my opinion that he wasn't the strongest Hokage, then that's your problem to deal with.
