Its more complicated than that. He'd have to turn Fugaku first who is the clan head and gives orders. Never once was it stated KA is used on several people especially not a whole clan. He was gonna use KA as a means of attempting to stop the coupe. Thats all that was stated.

Amaterasu should not be able to be brushed off, its like if you pour water on it, it just stays there. It should remain stuck to Naruto's cloak by definition, nothing can put it out, IT BURNS IT'S TARGET FOR ETERNITY. Anyway, there is also the recharge for Koto. So what is your argument for that? The most OP jutsu in the world can only be used 1 or 2 times per 10 years, unless you are Danzo, Sasuke(Not confirmed), Madara, Obito, and Hagoromo or above.
