He was training since childhood before m'Lord Crow soloed him so his Dojutsu blossomed.

Due to ptsdo he spent more years training b4 Haku fight where it reawakened.

He's also plenty a Sharingan-less feats

Every one knows that Itachi is smarter than Sasuke . And he learns jutsu faster than Sasuke .
If Naruto didn't have his KKG (Uzumaki genes) , he couldn't make an army of shadow clones ... So , he would learn FRS in more time than he did in the manga .
Naruto learned FRS at the age of 16 ; while Sasuke learned Fire Ball Jutsu at the age of 7 .

fire nature is Uchiha trait and even the one who failed in many event still able to learn it because that is their nature. So without Uchiha bloodline limit, Sasuke is below ton ton :lol
