First lets establish that while Naruto used RSM, he did not utilize the chakra of all 9 Bijuu which is why the TSBs didn't form behind him. Second lets make sure we understand the difference between RSM and BSM.
In RSM the pigmentation around Naruto's eyes do not appear while in BSM the pigmentation does form, this is the difference some people have not realized yet.
The first image you can see Naruto's RSM design from Boruto the Movie, now people will say why didn't he use the abilities we saw in his fight against Kaguya and Sasuke. Why? Because Naruto was only using Kurama's chakra and not the chakra of the 9 Bijuus.
People will question, why didn't Naruto just reflect that attack or use his TSB to defend? The answer is simple: Sasuke said they can't use their powers in the village because everyone will get caught up in it. Do you really think if Naruto were to reflect or use his TSB that the village would survive this?
Kurama's Silhouette was enough to protect the people of the village. And of course Naruto wouldn't need to use it when he and Sasuke fought Momoshiki in the other dimension, as a tag team nothing stops them
