1) Harley Quinn: Being one of the main characters in this variant of the Suicide Squad. The writers had to work out her backstory since it's her first appearance on the big screen. The Joker plays a major part in her backstory.
2) Story Cuts: Joker was originally a larger character in the film, however the studio thought it best to cut out a lot of his scenes as they stole from the main cast. If you watch the trailers, you can see at least four scenes with the Joker that never appear in the movie.
3) Marketing: Joker is the most well known villain in comic book history. Having the Joker in the film is guaranteed money. Not only ticket sales but also in toy, clothing and an array of other merchandise.
4) Batman: Having Joker in Suicide Squad allows them to set up the solo Batman film. It also allows them to receive criticism of the character to see what they are doing right, and wrong with the Joker. This allows them to "tweak" the character for the upcoming film with Batman in order to give the best possible performance.
Past yes. His scenes in the present day, however, was superfluous with the cut they decided to go with. If they stuck with the original where she wanted him to help the rest of the squad, resulting the argument where he pushed her out the chopper, then yeah, he'd have served a purpose.
