If Neji starts punching first, then him having faster striking speed isn't going to prevent Sasuke from hitting him, it'll just prevent Sasuke from hitting him first if they were to throw punches at the same exact time. But if Neji attacks first, then Sasuke can simply parry it or evade it and then counter.
When I said Ninjutsu I was referring to Sasuke. Full Body Blow and Rotation are Taijutsu techs but they utilize chakra which is restricted here. Same goes for Gentle Fist. That works by inserting chakra into the opponent or target to do damage. So that's restricted too. This is basically a raw hand to hand.
So yes, Sasuke can easily counter/parry Neji's ordinary strikes or just evade and then counter attack like he did to Naruto at VoTE, and whenever Neji prepares to use 64 palms Sasuke just creates distance or rather just dodges to the side. It's Neji's striking speed that's extraordinary here, his movement speed is nothing compared to Sasuke's eyes. Basically:
