Refer to the scan I posted, please. Konoha's
variety of sensors have failed to sense Nagato, because he alters the frequency of his Chakra to make sure no one can detect him. If your premise is true, that Hiashi is able to see the black rods and be able to tell they are receiving transmission, then the following would happen:
- Kakashi would see the black rods via Sharingan and notify Konoha about it...even during his battle against Obito's Six Paths of Pain. Do not refute this with Byakugan's insight superiority to Sharingan, because that is irrelevant to this example when the Sharingan can see Chakra at x-ray too.
- Neji would have detected Nagato by the time he arrived to Konoha, but was unable too.
- KCM Naruto would have located the black rods via KCM, since it allows him to sense Chakra in his fight against Obito's Six Paths of Pain.
There is only one canonical way to detect Pain/Nagato and that is by using the strongest type of sensory, which is Sennin Mode, and that is only by linking yourself with the black rods as Naruto did when he stabbed himself. Any other normal means are useless. This is the last time I'm addressing this.
Moving on...direct confrontation in CQC results to a loss to team 1. Like I said; Gai, with the 5th Gate limit the OP gave to him, would be as good as P1 Rock Lee, which wouldn't threaten any of the Paths. Asura Path physically overpowers Gai, Jiraiya and Hiashi in CQC; Deva Path takes them out with Shinra Tensei; Human Path stays standby and waits for the perfect moment to rip their souls out.
I have yet to mention Chibaku Tensei, but I don't need when Pain beats them without the need to resort to Chibaku Tensei.

and in that same scan, you see Neji only activated his ability as soon as he entered the village as you can see the strain next to his eye with the japanese symbol indicating he just activated it in the battlefield to find a medic.
- Neji only showed he can see as far as 800M so using "he could have located Pain" is a bad point considering the distance between Pain and the village wasn't exactly known to us. Not to mention with his eyes, he even asked Katsuyu to take them to Naruto indicating he didn't know where he was despite Naruto being further way from Pain then "Bottom left"

This is how the Byakugan works. Anyone/thing within its range would be detected. Neji can detect anything within that 800M range
