Naruto is not the jin of alll bijuu that would be a juubi jin. The bijuu each shared a piece of their chakra with Naruto. The bijuu also dont belong to NAruto they dont belong to anyone. If they did you would see people trying to get Naruto cells to become Juubi Jins but they dont :lol:

MAdaras rsm was new, Obito rsm was new Rsm dont require experience because it grants instant mastery. Rinnegan only ability that actually require skill thats why Naruto got the easy powerups that only require him to beg like dog.
