You really dont know that. However we know for a fact that Indra wanted Ninshu because it was a position of power. You are basically a king over ninjutsu itself.

I dont disagree that he needed cooperation I know he did. But after that he bloomed a power within himself that made him equal indra. Most likely the chakra avatar and its perks.

This new power wasnt a direct result of people powering him up, but a result of hard training so he wont need to depend on others anymore. The end result is him being stronger than indra because he has comrades.

That scan doesn't state that asura awakened the power of bodily chakra BY HIMSELF.
That translation doesn't say anything about whose chakra it is, nor does it say what kind of power he gained.
