No even without the cloak he's channeling the power of all bijuu. RSM is fully black on the inside and has 9 tomoe on the back, and TSB can't be switched off when the cloak is activated.

Naruto has the chakra of all the bijuu forever, but what he used in the movie was BSM.

You're confusing RSM with the automatic apparel of juubi jins whom possess Rikudou Senjutsu thanks to juubi chakra.

Ashura possess RSM yet he doesn't look like a juubi jin.

Do you know the meaning of channeling? Just because Naruto can call upon and use the bijuu power doesn't mean he's constantly using said power.

For example this is Naruto calling upon son and channeling his power.
