Now, I know you guys gonna bash the hell out of this, but let me justify myself.

This is the aproximately the Konoha the Rokudaime picked up after the Fourth War, still rebuilding from Pain's visit to the place.

This is quite the improvement.

Now, he is nowhere near the strongest Hokage. Hell, he's probably the weakest. But in terms of WHAT he did during his reign as Rokudaime, you gotta admit he did SOMETHING right.

So, shall we unanimously agree Kakashi is the best Hokage Konoha had so far?

Yet, for someone who wanted it, he made more of a visible change than anyone else. As for protecting the village...like that f*cking matters. Fighting is like ten per cent of the Kage's job, they're political figures. And with Naruto around there really isn't anyone strong enough to even threaten to lay a finger on Konoha. And if he's not around, Sasuke is. Thus, the "protecting the village" part, is covered, leaving the political part to Kakashi...who did a visibly better job than anyone else could ever do, apparently.

Whatever bad things that could've happened would be prevented by Naruto, and if not him, Sasuke, being around. They were stronger than anyone could possibly be, so even if Kakashi was as strong as Hashirama, there would be no need for him because someone with unreachable levels of strength would always be lurking around.

The only reason it was so stable under his rule was because of Naruto and Sasuke's power. Their presence ensures no one will try to f*ck with Konoha and if it wasn't for them Toneri would've destroyed the village.

Just because the lack of war allowed him to implement those changes, it doesn't mean he should be discredited because of it.

Uhhh yes it does, he sat on his ass and approved the changes, thats about it. Kakashi is not as great as he is hyped to be. He is just a face for hokage, Im sure Shizune mad everything happen.

Any other Hokage aside from Naruto would have been just as powerless to stop that much, and I don't see why the peace that allowed him to implement those changes should take credit for what he implemented.
