Any other Hokage aside from Naruto would have been just as powerless to stop that much, and I don't see why the peace that allowed him to implement those changes should take credit for what he implemented.

Naruto Sakura and Sasuke where the true MVPs
NAruto with his cloaks and 1/2 seal
Sakura with her recovery slime , vast chakra and her Strength
Sasuke with his occular prowess, and 1/2 seal

Kakashi was mostly just there. Sure he fought some edo's, tangled with Obito, but it didn't change anything.

Because you're thread is saying Kakashi was best Hokage due to the village being under peaceful times. But the peace wasn't made by him, it was made by Naruto's inspiration during the War.

He still kept it at peace didn't he? Hago praised him as a leader, and as far as we know other than the last(lol) he kept it that way for quite awhile

Kakashi CAN protect the village. He can lead all of Konohas ninjas effectively just like Hiruzen. He is one of if not the BEST leader Konoha has.

I think he is an awesome hokage based not on his power but on his capable strength, and impeccable leadership/intellect.

And with this good thread I have a solid reason to cement Kakashi as a great Hokage.

He led an entire section of the Shinobi alliance army, the one Konoha ninja to do so. He took down Zabuza and Haku plus fought off all of the seven swordsman. He saved both Naruto and Sakura in the field of battle and was the one to discover Obito's weakness in the first place. Without him, that would;'ve been a complete losing battle. He the fought Obito one on one , and upon returning faced off Madara, helping Gai stall Madara until Naruto and Sasuke returned to face him. He saved both Sakura and Obito, key players in the final battle from falling into lava before joining the battle himself and even giving the opening for the final shot.

He was congratulated by the Rikudo himself for his leadership.

Also, might I add, Kakashi was the one who discovered Tendo's weakness, pretty much giving his life so it would be delivered. That very weakness changed the outcome of Naruto and Pain's battle.

He is more than a worthy Hokage.

She gave it up because she's old and younger people are around. She's still a hokage because you're never not one once you become one. She's just on passive.

Does it really matter how strong he is when Konoha has both Naruto and Sasuke always lurking around to defend it more effectively than even Hashirama could?

If she were to punch it and supposedly break it, I'm pretty sure there would be a rain of debree on Konoha. Plus, I think that thing is a bit too close for Katsuyu to be a viable option.

Not like it matters when there's always a demigod around to protect Konoha regardless of how strong the Hokage is, is it not?
