Not really, If Yahiko could cause a rain storm Tsunade can easily. Sakura did more complex things taking the poison out of Kankuro. There isn't a such thing as too much precision for Tsunade

What if Tsunade could change the PH to acid
What if it was a sealing jutsu.
And rain is a good cover, also it make suiton easier to use.
And she needed a water jutsu to counter madaras fire attacks.

Tsuande's power is directly related to Kaguya, She is a direct descandant 2 times down. She can manipulate water in the sky, its the same as water on the ground.

If Tsunade can extract certain pathogens from blood why is it so hard to beleive she can extract simple water from clouds.
