No I don't think Tsunade or Sakura could do that but what they can do is extract water from a body when they have open wounds.

It isn't Kirin, it is water release, Just doesn't need fire to summon rain clouds, she telekinetically manipulated the water and extracted the rain from the cloud, the only similarity to Kirin is that its using natures power

Tsunade is not that extraordinary thats why I say no. She wouldnt have a move like that.
