Though it's very possible that if he had access to the power since the beginning, the likely hood of him learning SM lessens. He'd still learn Rasengan though or just settle with TBB. I'm sure he'd still come up with more techs anyway. Now if he still hangs with jiraiya, I'm sure he'd recommend for Naruto to go for SM.

Naruto may not even be capable of learning and using Sage Mode without Kurama (gift) chakra powering Naruto, lets not forget that Kurama chakra has been merging with Naruto stated by Orochimaru in Forest of Death.

When Naruto was turned into a Jin it became Naruto chakra + Kurama chakra, which is two power supply and Kurama chakra merge with Naruto powering him up unnaturally.

Heck check Naruto vs Haku, just because of Kurama he beat Haku easy, something normal Naruto would be impossible to do at the time.

And Naruto vs Sasuke at climbing trees (a training where they had the same master unlike in your point) was a draw, so a Naruto with improved chakra control beats Sasuke at climbing trees, meaning that Naruto's chakra control> Sasuke's.
