He's history and not the strongest either.

Please understand that that was not Hiruzen in his prime, That was a Hiruzen between the age of 16-20.If "Prime Hiruzen" was real, and was the strongest Shinobi. Then why did everyone in his Squad state that Prime Hiruzen couldn't take the Kumogakure Hunter Nin, even if they all(Including Tobirama) teamed up?
If "Prime Hiruzen" was so strong why didn't he kill all 20 of the Kumogakure Hunter Nin like Obito did when he was a kid?

Also Danzo stated to Tobirama that "There is no one greater than you in the Village"
So Hiruzen wasn't the strongest of his time, Tobirama Senju was.

If Hiruzen was the strongest Hokage why didn't he Resist/break the Edo Tensei like Hashirama and Tobirama did?
And Hiruzen not being at full power isn't an excuse because they were all at 70% of their maximum power.

So no, prime hiruzen was not present to fight the 20 elite ninja. Also, this should be common sense because Hiruzen couldnt have mastered all the jutsu in the Leaf Village until he became hokage, becasue only then would the entire village trust him enough to share their techniques.

During that time it is possible that Tobirama was still stronger, but it could also be very unlikely when you look at the fact that Hiruzen made a similar statement saying how he was theYou must be registered for see linksof all the people there. Its also possible Danzo was saying that Tobirama, as hokage, was at the top of the village and therefore was the greatest asset the village had so he shouldnt sacrifice himself.
