Fugaku Uchiha said a person can't wear the Uchiha crest until they can perform the Great Fireball Jutsu. It's a rite of passage for all Uchiha in the clan. Sasuke could do it at age 7. Itachi learned it at a younger age than Sasuke.

Haha when I was younger I was farsighted so when my teacher found out I had to take an eye exam from a far everything was kinda blurry I had to squint hella hard. I need glasses but only for things far away in general I don't really need them as my eyesight is subpar if it's in range.
