That makes no sense just because he doesn't use his feet to move fast doesn't make him not fast....
Teleportation shouldn't be taken into account either .... Because that's not foot speed that is a jutsu...
What about orochimaru slither form which was able to outpace four tailed nardo is that not a speed feat for orochimaru because he didn't use his actual feet?
Even if gaara's a stationary fighter he's shown to move at high speeds via sand whether it's flying or sand body flicker it should be counted for his speed... Not to mention his reaction speed is insane hell his sand at age of 12 was right behind the speed of 5 gates and that was just at the age of 12..
Why I say this because that is how he fights/moves in a fight.. If that's the case this list needs to rid everyone of thier jutsu's/forms which make them more fast

Or even the raikage What they use is nin taijutsu.. While they do move thier feet what is making them that fast is the lighting shroud take that away they wouldn't be as fast
Obito wouldn't be as fast either without how fast he can warp in and out of places etc
Also what about flight speeds for onooki and Mu both who usually fly instead of run onooki honestly cannot see him running anywhere

Body flicker, teleportation, KCM, etc are all enhancements to the actual person. Gaara's sand is a completely separate thing that he controls. Do you want us to start saying Sasuke, Madara, etc have god tier physical strength because of Susanoo? :lol
As for the Speed Tier list, I've never really addressed it, but looking at it, I can see there are quite a bit of things that I disagree with, so I'll likely address it sometime tomorrow.
Did you even take at least a look on manga. DMS Rikudo Kakashi is far faster than Rinnegan Sasuke, let alone the much slower EMS Sasuke. He has faster reactions, he is physically faster, he can also teleport himself freely. Even Kakashi's Perfect Susanoo is faster than Sasuke's Perfect Susanoo.

, she couldn't do anything in time to move away from Kakashi's thrust (not even activate her Yomotsu Hirasaka S/T to teleport away from the incoming thrust), let alone trying to counterattack him (not to mention that a counterattack would have been useless anyway, as Kakashi would have easily avoided that by phasing through with Kamui).
There's no excusation "Kaguya was surprised that Kakashi phased right through her attack" because Kaguya witnesses Kakashi phasing before he even starts to move with Raikiri, the order of panels easily shows this, but she is unable to avoid him thrusting towards her, the fact that he could phase his body also doesn't mean nothing as an excusation, if she was fast enough, she would have simply sidestepped him, or at least dodged with her S/T. She couldn't, Kakashi was too fast for her, that's it.
Basically, Kakashi easily blitzed Kaguya's powered up and faster version, while Sasuke couldn't dream to hit Kaguya's not powered up and slower version, who easily dodged him. Kakashi is physically much much faster than Sasuke.

About reactions, Kakashi could easily react to Kaguya's S/T, Yomotsu Hirasaka, even if he was in free fall a lot far from the portal and couldn't expect Kaguya to use it. He reacted to Kaguya's S/T as if it was something slow, he easily reacted to it and outspeeded it by using long range Kamui faster than Yomotsu Hirasaka could teleport a bone-projectile right on the face of the helpless Naruto.

Let's not forget about the fact that Sasuke can teleport himself instantly, but only in a limited range, his Amenotejikara doesn't work after a few tens of metres, and also after he has used it he needs to wait for some time to use it again, as the eye needs to recharge. While Kakashi can teleport himself with Kamui at will, it doesn't matter how far from, and he doesn't matter how many times he wants to use it (since this version of Kakashi has Rikudo chakra and Obito's chakra, he can create and sustain Perfect Susanoo, he has no problem with chakra stamina, at all). And his Kamui self teleporting with both Mangekyo Sharingan + Rikudo chakra is far faster than Kaguya's S/T (proved when a nearly dead Obito
