How strong do you think he would be? What do you think his rank would be in k11(excluding characters like Sasuke and Naruto)?Do you miss him? How do you feel about the way and reason he died?
- Average, if compared to Sasuke/Naruto/Kage power level.
- Strong, considering Hyuga limitations, a Hyuga can't really go far in this series.

Then the second option. He would be as strong as a Hyuga can get.
i understand Sakura's fan limitation of knowlegde :lol
Would be the real leader of the Hyuga clan.
No idea, we have to look through Hanabi rather than Hinata to find out sadly.Do the Hyuga even have a real leader now? I'm not sure if they clarified that to us.

@edit: I think Neji reached the maximum level a Hyuga can get.
He def. would've been up there. Hyuga's were nerfed in the manga, imagine them incorporating Nature affinities to there gentle fist style and using them in conjunction with the Byakugan. They are capable of so much more than what we've seen thus far.
Hiashi arguably showed more feats in terms of true power of what an Adult Hyuuga could do, and he was surprised by Neji's talent back in Part 1.Average ? Give him Hamura's chakra and we will see if he's average

If we just assume that Neji would be stronger than Hiashi, then just maybe the Clan wouldn't be a joke. The Clan falls towards Hanabi whom has literally no feats in the Manga bar being more talented than Hinata. Which is literally nothing.
If Neji had that boost in power, he would be powerful for sure.
