What makes Tsunade Kage level?

Someone who left the village and was considered retired would not be first consideration. The fact that she could be decided upon speaks for itself.


OT: The woman has some good hype so she is kage level off that. From what we have seen after, yes her seal makes her this level.


A woman who was able to pull off something as high leveled as instant regeneration and survive things that would kill the average shinobi is something that distinguishes her from a lot of people.

She is pretty much in a category of her own for medical ninjutsu. And her offense isn't bad. Being a top performer in a fight with her fellow nations kages. Within this series she has earned her title.

I never said he wasn't the first choice? If he pushed for Naruto would it have happened?

Him mentioning her to the elders prompted the fact she wasn't around. Her qualification was clear and her accomplishments on the table. That got her the position more than Jiraya's word. When someone well known around NV it speaks for itself.

So who cares she wasn't picked first? We already know a few factors contribute to that.
