What makes Tsunade Kage level?

Typical battle power determining who makes a good Kage aside; Perhaps the more important reason Tsunade was 2nd choice was due to the fact that she basically established the ninja medic system every village uses now. Also if I were a villager, I would probably want the lady who can summon slugs to take the brunt of falling buildings when they come crashing down and heal you in the process.

Him mentioning her to the elders prompted the fact she wasn't around. Her qualification was clear and her accomplishments on the table. That got her the position more than Jiraya's word. When someone well known around NV it speaks for itself.

Ranks do matter and apply to the majority of the NV besides Naruto and Sasuke and that took transmigration.

Headbands do not represent rank. They changed the headbands to signify a united nations. The shinobi alliance.
