Yes he is and if we don't consider prime i.e kakashi doesn't have DMS and minato doesn't have kurama etc then he beats them collectively too in strength but hokages might outsmart him so that is there as well...
in Prime as in DMS kakashi and BM minato naruto loses....

Naruto is strong, because he has Kurama, which is basically a free handout chakra source. Take it away and what do you got? He could probably only beat Tsunade and Kakashi without Kurama's chakra.

Hashirama would still beat Naruto. Hashirama eat chakra, and Naruto is a chakra base fighter.

On top of that I don't believe Naruto could break Gracious Deity Gates with pure strength.

His VOTE 2 feats put him above all of the other Hokage in power.
