Momoshiki's red rinnegan was the same as Kaguya's rinnesharingan. That would be like asking why Kaguya's byakugan didn't turn into tenseigan or rinnegan. They also had rinnegan in different parts of their bodies, there would be no need to give them rinnegan in their main eyes as well :sdo:

Nowhere has it shown that Byakugan would be a requirement for Rinnegan.
Hagoromo hasnt even been seen using Byakugan.

He only had the base white Byakugan looking eyes in the anime but never used Byakugan.
He even had to ask Hamura to use his Byakugan to check something which implies Hagoromo doesnt have it himself, otherwise he would check himself. He only had the base white eye look without Byakugan.

Hamura never showed Sharingan.
Nothing implies that it would be a requirement for Tenseigan.
Toneri didnt try to aquire it as an ingrediënt for the Tenseigan revival either.

A way to get Rinnegan is through the Rinnesharingan from the Shinju.
Which Hagoromo got the genetics for, due to being a son from Kaguya (who had the Shinju power through the fruit and tree itself)

and thus those who gain Hagoromo's chakra part that enables Rinnegan, will get it too.
Like Madara did when he mixed Hashirama and his own chakra, which meant combining Ashura and Indra's chakra to create Hagoromo's chakra and thus the Rinnegan.
