What about a game where characters are stronger/weaker than each other.

Instead of having the same system with all characters like in Ninja Storm (love those games) you would have Madara be extremely powerful while Tenten would have no chance at winning against him. Do you think that could be a good idea if you made it work somehow?

It wouldn't be a good idea. Fighting games are always supposed to be balanced.

Nobody would enjoy street fighter if Dan had no chance against Akuma

I think some characters should be better than others but I think making large differentiation leads to people not wanting to play with that character

But instead of it being online fighting it could be part of a single player campaign so when you go through the story it makes sense.

Or it could be like a single kunai could still take out Madara as long as you aim it right.

Or you do this, each character only has the power as they have in the comics so some characters only have weak attacks but others have major ones. but not vs but in campaign.

And isn't that an oxymoron in and of itself?
You should know what I mean by balanced, as in every character should be able to beat another. Meaning victory is dependent on the skill of the respective players not by the characters chosen.

Back in the day Akuma used to be banned in tournaments because he was overpowered. overpowered characters ruin fighting games

Arc System games are like this, somewhat. Characters have different health bars and stuff. Ex: Chipp Zanuff has weak attacks and the worst defense ever, but he's fast. Potemkin is slow, but his health and damage are nuts.

I suppose that's okay in an adventure mode.

Multiplayer games that are like that are trash. People just go for the strongest characters and then there's no diversity.

As for Campaign, generally in boss/harder fights, the AI does have more health, increased, attack defense, uses subs more, and is in general harder so...

I think it could be like this, a combat system where a kunai could still kill u, so it's essentially fair regardless of who you play as, but different attacks does a different amount of damage and drains power differently depending on attack and character. So a giant attack is not the same as any giant attack either you know that one or you don't.
