i think all the deaths that you have listed above will have 0% impact on the story....maybe Sakura's death can become the reason for SArada unlocking the MS

most of the characters you mentioned take a look at their ages and second their relationships plus the lives they effect...
1. Tsunade : she is grandmother figure for Naruto...her death is most likely to effect Naruto, Sakura, shizune the most....

2. Onoki: his death wouldn't mean shit in konoha

3. Kabuto: i guess only the shins will cry for him

4. Ibiki : maybe someone who is close to him.....the guy is in investigation squad i don't see him to be emo shit type with lot of attachments

5.Iruka: most likely Naruto and the other people whom he taught but Naruto the most...how is his relationship with next gen i dunno so can't say for sure

6. Karin : does anyone really give a shit about her apart from suigetsu...Oro see her as an experiment, Sasuke an annoyance, Taka members may be something but rest naah.....untill and unless she actually turns out to be Sarada's real mother and it turns out Sakura and SAsuke lied to sarada in gaiden.....

7. Kakashi: his death should have an impact on the society as a whole since he is an ex hokage.......but this will mostly effect the K11 and team 7....

8. Fodder shinobi : who gives a shit

9. Raikage: no one in konoha

The only deaths that can really effect the next generation is the death of someone from their own kin or from the previous generation.....and since the new manga is going to focus on new gen i have a feeling that old characters are most likely to get side tracked...that makes Sakura's death a real impact and tragedy......

Tsunade has no reason to die, her death wouldn't advance the plot due to her minimal interactions with Boruto's team. And by minimal, i mean none.

Oonoki won't die because he's comic relief at this point. Nothing can kill him, even if everything can put his back out.

Kabuto: Actually, i do see him dying if he gets a decent reason to die. At least one better than "Newvillain Ootsutsuki is so strong, he beat up all these other badass characters! Do you care about him now? No? okay"

Ibiki: Zero plot relevance. His death would mean nothing.

Iruka: If Kishi had plans for Iruka to die, he would most likely have gone down either in the first chapter, or during the war arc.

Sakura: No, this is just the residual Sakura Hate that lies in the hearts of every Narutobase member. If you're going to kill a member of team 7, go with Sasuke or Naruto.

Karin: Fun Fact: Residual Sakura Hate can be confused for Karin Hate, because they serve pretty much the same purpose. Actually, i can see a scenario in which she dies, but that would rely on Sarada actually needing glasses. (WHY DOES SHE WEAR GLASSES? IT'S NEVER EXPLAINED?)

Kakashi: If he was going to die, it would have most likely happened during the main series. Besides, Obito would grab him, teleport back to the real world, drop him off back in his body, and continue trying to hide his many many crimes from Rin.
