If Hebi Sasuke used the same level n genjutsu on her it would get her. Tsunade can't break Hebi Sasuke's genjutsu. When he used genjutsu against Sakura it was a standard sharingan genjutsu, something Hebi Sasuke could have replicated.

Deidara didn't and couldn't break through it. He only managed to develop the level of perception needed to see through the genjutsu through experience battling Itachi and training his eye to counter it, but he never broke out of it. I don't understand how training your eye to handle a specific situation would even increase your overall chakra control anyways.

Deidara didn't even use a single high tier enhanced Clay on him (C1, C2 or C4, which he did on Sasuke). When he used C3 on the village, he was already low on chakra from having to deal with a bunch of clay birds that weren't even at C1:
