It's because plot prevented him from smashing him with the Rasengan, same way how plot prevented Sasuke from finishing him with the Chdori. Both were nerfed OP.

Naruto legit countered chidori with an uppercut, meanwhile sasuke was like a deer in the headlights when Naruto charged him with rasengan.
