1. Hashirama
This man wasn't exactly a genius. The true Hokage, even when he was officially the one in charge of the village, was Tobirama. His sibling is literally the one who told him exactly what to do and how to do it. He had no brain cells to handle this task and his biggest accomplishment was defeating Madara, all "for the good of the village," when in reality, this battle never would have occurred if he didn't let himself be controlled by Tobirama 24/7 in the first place.

2. Gaara
So he became Kazekage... after murdering hundreds of innocent people? Great Kishimoto - you're teaching us that serial killers, just because they become "good guys" EVEN after doing so much evil, can regain their place in society and become PRESIDENTS?
"Oops, I just killed and tortured 50 kids and finished all of their families in the process. But hey, I am a good guy now!"
"He's a good guy? Let him become our president now! Yay!"

3. Raikage
His problem was similar to Hashirama's. He had absolutely no brain to handle a position that requires primarily intelligence. At least you'd expect him to be very powerful, right? Wrong! He wasn't even the strongest Kage of his time, making him the perfect combination of useless. Nonetheless, he is not higher than Hashirama simply because he was not manipulated by his little brother and did not almost destroy his own village.

4. Minato
He died five seconds after officially becoming the Hokage.
"Hey, you kiddo - you will now be the Hokage of the Leaf Village!"
"Yay! I can't wait to beg-"
*Gets head chopped off*
And do not say he stopped the Kyuubi from destroying the Leaf Village. There were many ways to do this without getting himself killed in the process, but he did it the most reckless possible way.

5. Mei
She never did jacksh#t. Seriously, all she did was get manicures while thousands of people were dying for her and the village. Hell, it would be better if she did something evil for the good of the people, but no - she simply did absolutely nothing.

Kakashi was the weakest Hokage of all time, yet he managed to handle the pressure of the first continental Shinobi Alliance in history. Even after Sasuke tried to kill the 5 Kages, he was able to persuade them to forgive his life without even daring to wage war against Konoha. He was a great Hokage. Of course, people like yourself wouldn't understand this. I bet you think Minato was the greatest Hokage of all time.

Even after Sasuke tried to kill the 5 Kages, he was able to persuade them to forgive his life without even daring to wage war against Konoha. He was a great Hokage.

While Hiruzen was not the best, he had the misfortune to deal with the mess that Hashirama started. If you think about all of Hiruzen's problems, they were mostly started by Hashirama - all except for Orochimaru, albeit this villain was extremely powerful even for him and his village was not supportive in starting a war against the self-acclaimed most powerful Sannin of all. Please re-read the entire manga.

Really? Gaara and Minato? That's a little sad.
I understand Kakashi - he was probably the greatest Hokage of all time based on what we can infer of the tensions that were raised around the Leaf Village after the Great Ninja War, however, you'd have to be a little distracted to even consider Gaara your favorite.
