Kuvira is driven by a fierce desire to protect the citizens of the Land of Earth and persistent on achieving national unity through the use of military force. Her willingness to usher in an age of solidarity and collective well-being stems from Suyin Beifong's progressive ideology, to which she was exposed to from early childhood. Her parents' abandonment of her at a young age left her unwilling to standby as the Land of Earth fell into chaos, needing a guardian and guide.
During her time in Zaofu, Kuvira was generally a caring person with a warm disposition, loyal and obedient to authority, following orders from her former superiors with no protest. However, during her campaign to restore order, her demeanor changed to one of self-righteousness and she demonstrates a capacity to be aggressive to those who defy her or criticize her motives. Kuvira is persuasive and capable of convincing state leaders into pledging their allegiance to her, but is also proficient in the use of intimidation if individuals refuse to comply with her requests.
Her relentlessness in reuniting the Land of Earth has become a goal that justifies all the means that she deems necessary to achieve it, which included forcing citizens into slave labor, removing dissenters and people not from the Land of Earth to reeducation camps, and experimenting with weapons of mass destruction. Her confidence in her own right and skill stretched to the point where she challenged Korra to a duel in order to prevent an all out battle and possibly risk the lives of her soldiers, displaying both her personal bravery and a certain loyalty toward her army.
Despite all that, Kuvira has also shown a softer side to her personality during her private time, urging Opal to reconcile with her family and gently easing Bolin's fears as to her intentions. She is welcoming to her allies and fans. She has also shown the capacity to forgive those who are loyal to her. However, Kuvira is willing to sacrifice anyone to achieve her goals.

Background Info
History:
Born in the Land of Earth, Kuvira was abandoned by her parents, leaving her an orphan. This event left a profound impact on her, making her value the role of leadership and guidance. At the age of eight, Kuvira was taken in by Suyin Beifong, who nurtured her talents and, over time, came to regard her as a daughter. Growing up under Suyin's tutelage in the armored fortress of Zaofu, she became heavily influenced by Suyin's progressive ideology concerning modernization and self-fulfillment. During her time as Suyin's student, Kuvira learned how to use Earth Release jutsu quite well, going on to master the style. She later learned to utilize Katon chakra as well, also mastering the two.
For years, she fought for Zaofu as a Earth release user, representing the small village as one of it's master "Benders", a term used for those ninja who mastered a specific release to the point they could use it with one seal. Kuvira's skill with Earth release didn't go unnoticed by Suyin either; given how well she used the elements, Suyin realized that Kuvira held a secret, one she hadn't even noticed. After a training session where Suyin demonstrated her own Metal chakra manipulation, she attempted to land a kenjutsu blow to Kuvira's shoulder, bringing the sword down with great speed. However, before it reached her shoulder, the blade itself bent along the shape of her shoulder, turning the once sharp edge into a dull curved edge. A sign that she too was a Steel release user, Suyin began coaching Kuvira through how to use this ability prominently.
A smart and natural leader, Kuvira quickly rose through the ranks of Zaofu's security team, eventually becoming captain of the guard. At some point after a rogue group called the Red Lotus attacked the Land of Earth and the nation broke into disarray, Kuvira met with the Tschukage, Suyin and the Daimyo as they hoped the latter would take their offer to reunite the Land of Earth, as the new Tschukage, reuniting the now divided lands. When Suyin declined, Kuvira urged the matriarch to reconsider, believing it to be their opportunity to share Zaofu's progressive ways with the rest of the land. Even though the Zaofu matriarch explained that they would be seen as conquerors and only greeted with war, Kuvira reasoned that there were already wars and by becoming involved, they had the opportunity to change things. Suyin remained adamant in declining, which caused a rift between the two women and Kuvira secretly collaborated with Baatar Jr. to device a way to get out of the city and stabilize the Land of Earth. She persuaded Varrick, a large part of the city's security force, and some of its most wealthiest citizens to accompany her. As they were preparing the airships for departure, Suyin confronted her protégée, who boldly told her that they were leaving Zaofu to restore order in the Land of Earth. Threatened to be banished from the city if they were to leave, Kuvira remained unfazed, declaring that when she chose to return, it would be on her own terms. They left and managed to stabilize the capital, an action that earned Kuvira the trust of the world leaders, who appointed her as the nation's provisional leader. During her quest to reunite the kingdom, she assembled a massive army. Kuvira traveled to states overrun by bandits and bargained with their leaders, offering protection and supplies in return for their allegiance to her. However, after stabilizing the town, she forced the citizens to slave labor in order to serve her war effort and sent off dissenters to reeducation camps,as well as citizens not belonging to the Land of Earth.
