There is a reason why Sasuke isn't classified as a Perfect Susanoo user, the reason is this:

How about the jewel that the user sits in only when sussano is in perfect form how about the tengu nose? Or the paper mache like armour that only perfect sussano show ? Sasuke and Madara both used it on Kurama so there is no need for Madara to use Final Susanoo armor.
