The legendary Rinnegan is better than the Mangekyou Sharingan in versatility, but not too much in power. Regularly speaking, the Mangekyou offers two unique abilities while the Rinnegan provides a large array of techniques and a single unique ability. It's also been suggested that one can develop/advance techniques for the Rinnegan like Sasuke and Madara did. If a person fought themselves with one party having one eye while the other had the opposite, it's more than likely the Mangekyou Sharingan carrier loses. Amaterasu and Blaze Style for example are a terrible match up for the Rinnegan while Kamui is a far better one, yet still is able to be easily countered by Limbo or Amenotejikara.
The only thing that puts the Mangekyou on equal or greater terms is the rarity Susano'o. That single technique could change the outcome of the battle. Assuming the path techniques don't do much damage to it, the only thing that could stand up to it would be the combination of all paths, including the Animal path. Assuming one had the same summons as Nagato, it's debatable whether it'd be enough for Perfect Susano'o.
