The first part wouldn't occur because Kamui only activates on objects Obito doesn't want to touch him, just as we've seen him stand on a tree but have Naruto pass through him without falling through the tree. I believe that also answers the second question as well since he can decide to let light touch him. As you said though, I doubt Kishimoto though of this and it's probably not possible. I think it really depends on if the light from Infinite Tsukuyomi is chakra-infused or not, for if it is, then Obito would have no problem phasing through chakra.
