is this claim justified or complete bullshit?

also, if he can't phase through it's effects. it means he's also not immune to regular gen. period

so do you believe this assumed logic? that sasuke AND obito can counter infinite tsukuyomi but naruto can't? lol

The intangibility works by sending a body part into the other dimension when it meets a physical object. Genjutsu isn't a physical object, and besides, even if there were such feats, he wouldn't be able to react to IT because it sets in straight away.

He probably can. Kamui activates when Obito comes into contact with something he doesn't want to, instantly sending that part contacted to another dimension. If Infinite Tsukuyomi is based on chakra-infused rays, then he bypasses it. Doubt he can phase through actual light though.

I doubt he could phase through it but if he knows it's coming couldn't he just go to kamui land?
depends on how fast the light rays are. what i do know is that even if obito sees it coming, non DMS obito space/time warp isn't as fast as his intangible mode, so he might be forced to go into ghost mode before actually having to warp.

if he can phase through regular gen, then he should be able to phase through light rays. imo. if he can't, then the same applies to regular gen.
