Tobirama would beat Kisame. If it's a water vs water fight Tobirama uses Kisame's own arsenal as his own.

I don't think he can beat Minato, though. He's too fast for him.

Why do you under estimate Tobirama so much. He created almost every jutsu that high class shinobi use. He from a war torn era, Hashirama, Madara, Tobirama, and Izuna. They on totally different levels compared to this soft ass generation.
