By looking about his previous feats :

1) he captured roshi the 5 tailes jinchicki so easily (the fight was like a picnic for kisame) .

2) bee definitely will lose to kisame clone and thanks to raikage for saving his ass.

3) with 30 percents of his power he managed to keep up with gai 6th gates and his team .

4) he died because he was outnumbered , lost too many chakra and luck played major role for gai sake .

whenever you like it or not , kisame is still in top10 ..

kisame is at hokage level

Kisame level is high hokage level and he can keep up and he can beat any hokage depending on the situation of the fight ..

Kisame has high chance of beating tsunade, minato, kakashi, tobirama and hiruzen .


Kisame has 50% chance of beating hashirama but nothing is impossible for kisame , in matter fact hashirama doesn't have counter to shark beam .

Only adult naruto can defeat kisame but at very high difficulties.

that's all what I wanted to say,about kisame hoshikage , he's stronger than any hokage .

Minato and Tobirama can be defeated if distance is enough to avoid speed blitz and prepare his jutsus.
