Do you even know what a KKG is? it's a bloodline limit . Meaning it's entirely genetic, you can't just learn it like so .The only ways a non KKG person can use KKG is to steal dna from that particular person or be imbued with that special dna just like yamato.

There is no scan of course except maybe madara. Last I checked storm release is not any of the bijuus KKG's. Yet madara does it but I will ignore that. I have just shown that the bijuus themelves break the so called "genetics" rule. So why not the rinnegan(which is even more legendary). If one thing already breaks that rule then the manga saying the rinnegan can do "any" tech must be true.

The rinnegan itself is a KKG. If you remember it's gotten by ashura + indra chakra = hagoromo's chakra. So in the process of getting the rinnegan, there is a fundamental change in the user which would allow them to use any ninjutsu including KKG.

He couldn't do it before.
He learned it cuz he had to search in Kaguyas dimensions.
Hr already had his Rinnegan ability like Madara's limbo but he trained to do another one.
