In my honest opinion, no character can. We have never seen any planet busting in Naruto and Kaguya hype comes from Black Zetsu, you can't take what BZ says for granted, the guy speaks in hyperboles.

Well, the databook implies expansive TSB to be a world ending jutsu.
I know BZ wanks itachi with exaggerated statements but this is kaguya after all, the strongest.

The databook also said Temari can blow away a universe, not only this but it also has inconsistencies such as ages of various characters, and portraits Madara as being the only uchiha with PS.

I can only see Kaguya as a planet buster if we take her expansive TSB into the equation and even then we don't know if it shapes realities, creates new dimensions by erasing the current one and everything in it or simply destroys planets.

I hate databooks hype.

Okay that was just an expression/metaphor. Just because the databook makes a few mistakes on some things, doesn't mean everything else is entirely inaccurate. BZ practically confirmed kaguya's dimensions were created by her and if you've seen the planet they were on during the last fight. It had a curvature showing that it's a planet and not some flat plain like kamui dimension.

It's like a regular TSB except much larger so it'd expand and wipe it out.

The almighty can't planet bust. As I recall its been only used as a counter for hax or to see the future. As SK he has control over the 3 realms and probably the hell verse place but idk if he can 1 hit bust them.
