I wound't say best user alive because of course you have Sasuke but he would probably be equal to or slightly less than Rinnegan Sauce's level at weilding a Dojutsu. Think of him as Nagato but more powerful. He has Uzumaki genes, Rikudo Chakra, etc.. Naruto would be OP with the dojutsu but unfortunately Sasuke the master at Dojutsu didn't recognize him.

What're you confused about?

Naruto and Nagato both only inherited Rikudou's Yang Release yet Nagato was perfectly capable of using both Rinnegan, so Naruto should be able to do the same despite lacking Yin Release as Nagato did as well.

However, Naruto now has Yin Release through Rikudou's Chakra as well, so your argument doesn't work here.
