His sand was strong enough to lift the boulders after the 'basement' collapsed. His sand is strong enough and fast enough that he could potentially make more sand from the environment. If not, he could still out maneuver Neji. Neji's not gonna be able to keep up rotation forever and would get overwhelmed.

Yea the only way I see Gaara winning is if his out of character, and breaks down the whole location into sand. Cause out maneuvering Neji's vision, being able to see chakra built before its release, I just dont see it happening.

Neji can channel chakra into the sand makin it weaker by using jyuken or by expelin a 360° chakra field and remote control it into the sand that comes within range , and with his speed and reflexes he easily outmanoeuvres the sand.
Gaara would win if he crushes underground minerals and amps his sand but byakugan will see this process and gaara will have to send portion of his chakra sand into the ground to accomplish this , neji with his speed would act to prevent this scenario.

-kimmimaro fight gara would beat part 2 neji.
-war arc gara isn't that much stronger than the one fought kimmimaro unless I am missing some feats .
