Since we have no concrete statement from the people regarding Sasuke, we'll have to go by what his daughter said ( which happens to be the only thing said about Sasuke ).. And Sarada clearly said no one cares about one who tried to become Hokage and failed...

the question she was asked was if sasuke was gonna show up to the chunnins and not what people think of him. her response was basically her just saying she doesnt really care if he shows up or not. has nothing to do with the public opinion concerning him. rather it is what mitsuki said that seems more like general opinion and that is sasuke is the only one who can fight on equal footing with naruto.
