Amaterasu can't be fodder if in the end, the solo god himself entrusted everything to this jutsu, to get rid of Obito if he gets close to Sasuke, and it would work if not Obito's haxed kamui/izanagi.

Ok, Here are my few cents about it.

Most likely Kishi decided Amaterasu would be too powerfull as initially portraited so he took one of the approaches:

1. It is always generated as weak initialy to be more burning as foucs of the user is kept.

2. The initial power and burning rate of Amaterasu depends on chakra gathered in eye to unleash and then burning rate depends if foucs is kept.


Like:

Itachi's First user of Amaterasu we have seen Itachi focusing and closing eye while running trying to get out of toad's stomach then unleashing black flames of which we only have seen result.

Against Sasuke: Itachi's used it right away and his chakra was depleted a bit at least at that time also he didn't try to kill Sasuke then.

Failsafe amaterasu was powerfull focused amount of chakra unleashed as black flames which hurted Obito a lot before he used Kamui to phase through it.

MS Sasuke Amaterasu against Gyuuki - he was buliding up chakra for some time before unleashing it, so that why it was so powerfull and yet he didn't keep eye focus on it.

MS Sasuke Amaterasu against Raikage - he barely had time to bulit up his chakra before unleashing it but Raikage userd v2 to dodge so it hit one of the samurai and then Sasuke didn't care and keep his eyes to track Raikage.

MS Sasuke shielding himself with Amaterasu against Raikage - He had little time to manifest Amaterasu a top of Susanoo cloak so that why Raikage could easily keep it away from him using lighting shroud

EMS Sasuke Amaterasu against Kabuto - he had little time to put up Amaterasu and also to make it circle around him and Itachi to separate himself and Itachi from Kabuto

against Juubi - it was removed by cutting the burning part

against Juubito - not working as TSB shield countered, against Kaguya - it was only usefull to melt ice in ice dimenssion.

Against Naruto vote 2 - Sasuke was too much exhausted as he admited himself to bulid up chakra enough to cast strong amaterasu and also after unleashing it he closed eye in pain from exhaustion put on his body.

I know I'm missing a scan or 2 of fails, but Amatersu being "hotter" than the sun first and foremost, should put it on a higher destructive scale than shown, but it doesn't disintegrate and engulf on contact. Comparing it to RS (which actually sets a destructive shockwave on contact damaging the body beyond repair) Amateratsu cooks slower than molasses, and spreads very slowly. You can amputate any limb it affects or remove any clothing/armor it spreads too, if you're super fast you can dodge it like a ball, if you posesses the ability to absorb, you can do that. Its a overhyphed jutsu.
