He sees the chakra activity increase in gaaras body dude , then he sees the sand startin to surround gaara , he would then kno , like sasuke did , that gaara was about to cover his blind spots with sand by surrounding himself..

Either way gaara's attacks in sand dome won't get neji at all and he easily dismantles it overtime with jyuken.

Weighted lees movement speed >>>>>> sands offensive movement speed since he was able to avoid gaara's attacks in that form , only getting stopped due to not having fast enough movement speed to compliment/amp his attacking speed which was solved when he took off the weights.

CE KN0 Naruto >>>>>>>>>>>> weighted Lee in speed due to it being able to pressure and fight on par with neji who would zero-neg diff weighted or even unweighted Lee.

Regardless, CE KN0 Naruto was fast enough to pressure Neji and prevent him from using his Gentle Fist fighting style despite the fact that CE KN0 Naruto possesses less skill in Taijutsu than Lee does which should imply that KN0 Naruto is quite a bit faster than Unweighted Lee along with the fact that Neji actually could maneuver as fast as CE KN0 Naruto, so Neji shouldn't have that big of an issue maneuvering around Gaara's sand.

If ur starting distance is the same length as the cars and two kunais are simultaneously launched between both u and the car beforehand , car speeds off at full speed simultaneously with u and u were able to outpace the kunai and reach the same distance the car traveled and clash with it , at the same time and distance the kunais intercepted eachother , then yah ur on par in movement speed with that car.

I never claimed neji> unwieghted Lee in speed but its sure evident that he's faster than weighted lee and somewhere around unwieghted since eyes are useless if u cant keep up , said by wieghted lee who could already avoid gaaras sand and get in his face and that's all neji needs to do.

Neji's reflexes and agility cant possibly be capable beating unwieghted lees speed without him having sufficient "body speed " like sasuke needed to accomplish such a feat.

The fail is that, you are assuming that the bold happened with neji and naruto

So, I proved that Neji moves faster than Unweighted Lee and so thus, he can evade Gaara's Sand and if his speed and reflexes were so high than Unweighted Lee was trashed by him to the point where he needed the 5th Gates to defeat Neji, then that implies he has the speed and reactions necessary to consistently hit Gaara.
