The problem is, he's never shown the ability to create enton with PS, without an enton orb which he hasn't shown with it yet, he just can't do it. And without the bijuu's it certainly wouldn't match the world's NE that Naruto could amass.

And I'm pretty sure Indra's Arrow and Naruto's Jutsu evened each other out, it was never implied Indra's Arrow was stronger.
