I mean it can be any level of characters for any level of Susanoo. OP put a general question here and we are under an illusion thinking it was the high level of susanoo like V4 or PS only.

Jinton did nothing to Madara's V3-4 tho and it was amped by Tsunade's chakra.
8 gate guy is nearly God tier.
DMS kakashi's kamui Shuriken would only work if he throw tons at V4, whatever part the Shuriken hit is the part that go to the kamui world.

First of all Naruto in his Full blown incarnation of Asura using Kurama to conjure up three heads, near the end of the Manga Naruto also attains 25% of the 8 remaining Bijuu making is multi-elemental Rasenshuriken one of the most destructive Ninjutsu of all time. A jutsu like that could surely put a dent into Susano'o.

Secondly Nagato, with is fully matured Rinnegan he could take down Susano'o with ease. With his revival path he could bring back a Susano'o user and then control him with the chakra rods to face any opposing Susano'o. If all else fails he can still make use of Chibaku Tensei and crush it along with a meteorite. My conclusion is all Rinnegan users should be able to take down Susano'o.

Thirdly Lord Hashiramas' Mukton should be able to do the trick.

Sage mode would be able to take down Susano'o.
