How do we even know that his current Rinnegan abilities are even the true abilities of the Rinnegan. There is bound to be so much more to discover. When we saw Nagato use the Rinnegan, we thought that those were it's only powers, and then Madara came with Tengai Shinsei and Limbo, showing that there are even more capabilities of the Rinnegan, and even his understanding of the Rinnegan could be rudiementary. There is so much more to discover. Sasuke's only at the tip of the ice berg when it comes to Rinnegan, while Naruto is already using Kurama to it's fullest potential.
