No,hagoromo chakra was just half of the juubi,madara never had the full power of the juubi,he was still missing yin kurama and i'm sure naruto and sasuke being able ti beat one eye juudara isn't due to their chakra but instead their power,for what we know it wasn't even implied that by becoming the juubi jin you have access to all it's chakra,for all we know using the ten tails coffin seal to becone the juubi jin granys you six paths senjutsu but nothing is implied that you become able to use the juubi chakra like the way naruto uses kurama chakra. To sum it,it doesn't have to do with chakra it's more like power/abilities,how strong they are and the way it's used.

He needed the chakra of every previous kage in existence to summon the bijuus with team 7. If he gave all of his chakra, he wouldn't of had the chakra summoned kages from the spirit world. Indra and Ashura both inherited half of Hago's power, Naruto and Sasuke already had the potential to naturally awaken Hagoromo's power.

When the Sage gave them his chakra he overrode that potential because they received double the amount of their ancestor's chakra.

Hagoromo = Ashura + Indra

Naruto = Indra + Ashura + Ashura

Sasuke = Indra + Ashura + Indra


As a result Sasuke unlocked a watered down version of Kaguya's eye power while Naruto unlocked a water down version of Kaguya's body.
