I don't really get what you'r aiming it. You can't just start randomly killing people, that would make you a criminal, but mage guilds have a special defined status within the law that allows them to preform certain duties that may be lethal and hence they are allowed to protect themselves. Though this is still very well a manga, so they really are not going to go into detail in a matter as complex as the law. You're right. And I wasn't saying you can kill random people. It's just that if someone is going to be a major threat to any mage or innocent civilian then killing should be allowed to that extent.
